This is an antique painted metal doll head, likely a Minerva brand from Germany. Minerva dolls were produced in Waltershausen, Germany, around 1880–1930.

These "unbreakable" metal heads were a sturdier alternative to fragile bisque dolls. The head shows significant paint flaking and wear, common for items of this age.
